Teofil Barski immigrated to the United States around 1890.
The 1900 census shows Teofil living at #3 Belt Line Road which is between the Cuyahoga River and Jennings Avenue
In 1903, he had began to buy up sublots from Ebenezer Foster's heirs along the west side of Jennings Avenue from the western edge of the Harvard-Denison Bridge supports, past the intersection with Denison on to just north of Redman Avenue. In total, he owned 24 lots.
Teofil opened a saloon and hall at the corner of Denison and Jennings that later served as a meeting place for the many Polish residents who were planning for their new church and parish. St. Barbara Church had an original location on Spring Road, but when it burned down a new, more convenient site needed to be found.
