This street was possibly named for Howard C. Gates, son of Charles Gates and Mary Ann Acker. The Gates family owned property in what later became the Petty and Baldwin Tract.

More likely, it was named for the son of Edwin H. Foster, the original landowner. Young Howard died shortly after his birthday in 1877 at the tender age of seven.
