He was bred a carpenter but soon became a Merchant. He made his home in Newport New Hampshire.
In 1810 he built a block of stores a part which he occupied until his death . In 1815 he built a large public house know as NETTLETON's HOTEL. In 1815 constructed the dam and cannel which feed the upper tannery and linseed oil mill, grist-mill and saw mill at dam below. About 1819 he purchased all the water-power at Sunappe Harbor and built a Grist-mill saw mill and carding mill. Col. Cheney had few educational advantages. He was a moderator and selectman of the town during the years 1816-1827 representative to State Legislature. Mainly thru his efforts the a division of Cheshire Co. was effected and Newport became a county seat of new county Sullivan. He was a deacon of the Baptist Church. He donated a Bell to the society. He played the Violin. Was a member of the Masonic Lodge. When in 1824 LaFayette passed thru he met with Col. Cheney.
